Country Management Unit Context
The GCC Country Management Unit (CMU) manages the relationship between the World Bank and the six Arab States of the Gulf Cooperation Council (GCC). This includes providing Reimbursable Advisory Services (RAS) to these countries. The Program Manager will focus on Saudi Arabia’s Technical Cooperation Program (TCP) and will also oversee the program in Oman, coordinating with other Resident Representatives in the GCC region.
Reporting Lines
The Program Manager will report to the Country Director (CD) and will be a key member of the CMU Management Team.
Roles and Responsibilities
Client Relations:
- Represent the World Bank in dialogue with key stakeholders.
- Engage with the government on policy and implementation issues.
Country Strategy Formulation and Implementation:
- Play a key role in formulating and implementing the Saudi Arabia Partnership Engagement.
- Assist in developing business strategies and facilitate cooperation with IFC and MIGA.
Pipeline and Portfolio Quality and Monitoring:
- Organize and lead portfolio review meetings with clients and development partners.
- Monitor project portfolio and operational performance.
- Ensure that RAS projects align with Saudi Arabia’s Vision 2030 objectives.
- Provide operational guidance and quality assurance for projects.
Business Management:
- Function as deputy to the Country Director.
- Lead work program discussions with the Government on World Bank Group activities.
- Monitor the CMU’s work program and resolve systemic portfolio issues.
People and Talent Management:
- Oversee the day-to-day management of the Riyadh country office.
- Mentor local staff and manage work programs for staff tagged to the Program Manager.
Resource Management:
- Manage the unit’s budget and ensure efficient use of financial resources.
Knowledge Management:
- Disseminate best practices and lessons learned.
- Support task teams in applying global knowledge to local contexts.
Selection Criteria
- Minimum of 8 years of operational experience.
- Advanced degree in business administration, public administration, engineering, or a related field.
- In-depth knowledge of World Bank policies and procedures.
- Experience with Reimbursable Advisory Services is highly desired.
- Proven track record in portfolio performance management.
- Strong communication skills in English; knowledge of Arabic is desirable.
